Patrick Miller, CISA, CRISC, CISSP-ISSAP, SSCP, CEH, NSA-IAM, CVI
Patrick Miller has dedicated his career to the protection and defense of critical infrastructures as a trusted independent advisor. He is a Managing Partner at Archer Security Group, as well as the founder, director and president emeritus of EnergySec, a 501(c)(3) nonprofit organization focusing on information sharing, situational awareness and security workforce development. Patrick’s diverse background includes positions with regulatory agencies, private consulting firms and utility asset owners within the Energy, Telecommunications and Financial Services verticals.
Stacy Bresler, CISM, CISA
Stacy Bresler is a former bank cyber security consultant, former electric utility employee, former Corporate Information Security Officer (PacifiCorp) and served as a NERC Critical Information Protection (CIP) Compliance Auditor. He was one of the first CIP auditors hired by the Western Electricity Coordinating Council (WECC). As a Senior Compliance Engineer, he was a key participant in the development of security regulations related to the electrical grid. He is a NERC-certified lead auditor for both NERC Operations and Planning (693) and the CIP reliability standards. He has led and/or participated in more than 60 NERC Audits and has been a trusted security consultant for over 25 years to many different industries.
Mr. Bresler, as a Principal Investigator, was instrumental in helping lead EnergySec toward sustainability as part of the Department of Energy (DOE) collaborative agreement to build a national electric sector cyber security organization. In addition to his NERC auditor certifications, Stacy currently is a Certified Information System Auditor and Certified Information Systems Manager and has previously been a Certified Information System Security Professional (CISSP), held a SANS GIAC Security Essentials Certification (GSEC), been a Microsoft Certified Professional (MCP) and been a Microsoft Certified Solutions Expert (MCSE). He is currently a board member of EnergySec, the Vice-President of Outreach at EnergySec and a Managing Partner of Archer Security Group.
Steven Parker, CISSP, CISA
Steven Parker, CISA, CISSP, has been engaged in critical infrastructure protection within the energy sector for more than a decade, including eight years as a senior security staff member at PacifiCorp. Mr. Parker was part of the original audit team that established the NERC CIP audit program at the Western Electricity Coordinating Council (WECC). His experience includes a broad range of security disciplines including e-commerce, identity management, intrusion detection, forensics, incident response and investigations, security event monitoring, and NERC CIP compliance.
Paul Golden is a seasoned compliance consultant with over 35 years of experience including 16 years in the electric sector. He has served as the NERC Critical Infrastructure Protection (CIP) Program Manager for a number of Investor Owned Utilities and managed several successful CIP Compliance Audits for those utilities. Mr. Golden has also participated in numerous CIP mock audits for clients preparing for upcoming CIP audits. He is experienced in implementing and auditing all other NERC Reliability Standards. Paul managed an EMS/SCADA implementation for the largest Balancing Authority/Transmission Operator in the Northwest, as well as, a Security Event Information Management (SEIM) system for the fourth largest bank in the country. His experience in Information Security, Utility Operations, and Project Management make him an invaluable asset to any team. Paul is an active member in the Project Management Institute (PMI), InfraGard, Energy Sector Security Consortium (EnergySec) and Society of Corporate Compliance and Ethics (SCCE).
Business Development Director
Rick Tonole, brings over 20 years of business development experience to Archer Security Group. Mr. Tonole has a proven history of increasing lasting and trusting relationships with clients through effective methodologies that aid clients to meet their project goals. Rick’s customer relations expertise began in the mid 90’s as talks of deregulation hit the public and expanded widely since that time. Creative problem solving defined his successful career at Verizon for over 15 years as he consistently exceeded established objectives and continually surpassed client expectations.
Mr. Tonole does not have a “sale at all cost” mentality, rather his main objective is ensuring the clients’ needs are met. With an attention to detail, excellent communication skills and a drive for success; Rick Tonole is entrusted with successfully implementing Archer’s sales and customer service programs.

Kerry is an Emmy-award-winning writer and reporter with decades of experience in broadcast news. Ms. Tomlinson hails from several broadcast news stations in the Pacific Northwest, including KATU News and KPTV Fox 12 in Portland, Oregon and KXLY News in Spokane, Washington. Kerry is now the editor-in-chief at Archer News, focusing on technology security. She is always looking for the next big problem and how to solve it.
Senior ICS Cyber Security Consultant
Daniel Lance is an accomplished technical professional with a focus on industrial control systems security. Formerly, he served as lead engineer to a commercial security integrator where he was heavily involved in rapid development and deployment of electronic force protection systems. Mr. Lance has also served as Senior Electronics Engineer for a world leader in food production equipment. He has extensive experience in applied electronics, computer networking and has a working knowledge of programing expertise with a keen interest in, and understanding of, applied physics.
Steve Reed, CISSP, CEH, CPT
Senior Security Consultant
Steve Reed is a senior-level information security professional with over three decades of experience in the government and private sectors. Following a 30-year career at the Central Intelligence Agency as an Information Security and Communications Officer that involved numerous international and domestic assignments and resulted in six exceptional performance awards, Steve moved into the commercial contracting and consulting world where he took his technical expertise and documentation and security management skills to the next level. His post-CIA accomplishments include security engineering and assessment work on the U.S. Army’s Distributed Common Ground System (DCGS-A), security assessments and penetration testing for a variety of clientele nationwide, and in more recent years a heavy focus on critical infrastructure (NERC CIP), where he has been involved with compliance efforts at many utilities across the country – from some of the largest power companies to the smallest municipals. Steve’s professional certifications include: Certified Information System Security Professional, Certified Ethical Hacker, Certified Penetration Tester, and Certified Electronic Technician.
Leonard Chamberlin III, CISSP, PSP
Senior Security Consultant
Leonard Chamberlin is a graduate of Tulane University with a B.S. in Computer Science. He is a Certified Information Systems Security Professional (CISSP) with over 17 years of experience in large-scale digital network engineering, information technology, and industrial control system security. During seven of those years, he was a consultant for Entergy in New Orleans, responsible for design, procurement, configuration, installation, monitoring, maintenance, documentation, change management, disaster recovery, and North American Electric Reliability Corporation Critical Infrastructure Protection (NERC CIP) compliance of their IP-based substation communications.
Most recently, Leonard completed five years of service as an Energy Industry Analyst focusing on cyber security for the Federal Energy Regulatory Commission (FERC). Leonard served as technical lead on audits (both observational and FERC-led), network architecture reviews, investigations, and NERC notice of penalties teams. Leonard was team-lead for office involvement in the development of the National Institute of Standards and Technology (NIST) cybersecurity framework, resulting from Executive Order 13636. He also participated in the NIST Smart Grid Interoperability Panel and Federal Smart Grid Task Force.
Leonard holds a level four proficiency in Japanese, which has helped ensure successful projects when working with Japanese clients and delegations in the past.
Associate Operations Consulting
Allen Campbell is highly skilled in EMS/SCADA with over a decade managing, installing, supporting, and upgrading such systems. Mr. Campbell has also worked hand-in-hand with operation technology groups to meet and maintain compliance with the NERC Operations and Planning Reliability Standards and the NERC CIP Standards. Mr. Campbell is also an accomplished project manager and database administrator with years of experience in the telecom industry. He is skilled at bridging the Information Technology and Operations Technology gap.
Bryan Carr, CISSP, CISA, PSP, PMP, CBRM
Senior Security Consultant
Bryan Carr is a Senior Security Consultant to the energy industry with eight years of experience in physical and cyber security compliance and auditing, also representing Archer Security Group in Portland, Oregon. Mr. Carr is a Subject Matter Expert for all CIP v5 compliance standards with emphasis on BES Cyber System classification, physical security, access control and monitoring, incident response, disaster recovery, and physical security for substations. Having performed 100+ performance audits, Mr. Carr’s has a vast knowledge of infrastructure, software and cyber security capabilities of industrial processes, SCADA and distributed control systems.
For four years, Mr. Carr was Senior Compliance Auditor, Cyber & Physical Security at the Western Electricity Coordinating Council (WECC), a regional entity responsible for coordinating and promoting Bulk Electric System security and reliability in the Western Interconnection. It is the largest and most diverse of the eight regional entities that have Delegation Agreements with the North American Electric Reliability Corporation (NERC). Mr. Carr led and participated in over 100 CIP v3 audits and 10 CIP v5 transition audits, including spot checks and investigations, of electric utilities across the Western region of the U.S. and British Columbia. He observed, evaluated, and documented compliance practices, methods, and results for over 100 transmission substations, transmission control centers, and generation facilities, and was selected to represent WECC on joint audits with other NERC regions.
Prior to his work with WECC, Mr. Carr was Compliance Program Manager for NERC CIP Compliance for Pacificorp, a leading western U.S. energy services provider and large grid owner/operator in the West, serving 1.8M retail customers in six western states. He directed and supported cyber and physical security programs, and oversaw the NERC CIP v3 compliance program for 12 critical physical assets and over 1,500 critical cyber assets. This is where Mr. Carr became an expert on all CIP standards and their application to industrial process, SCADA and distributed control systems.
Brent Castagnetto, CISSP, MABR
Senior Security Consultant
Brent Castagnetto brings over 13 years of Information Security expertise to Archer Energy Solutions. During his 6 years as Manager of Cyber Security Audits at the nations largest Regional Entity (WECC), Mr. Castagnetto played an integral role in developing the CIP audit approach nationwide. Mr. Castagnetto’s leadership was instrumental in driving significant changes to the TFE process and the NERC Rules of Procedure. During his time at WECC, Mr. Castagnetto also served as co-chair of the Compliance Monitoring Functional Group (CMFG) and on several other committees.
Mr. Castagnetto’s expertise covers regulatory compliance and information security of both the financial services and energy sectors. Prior to joining WECC, Mr. Castagnetto worked as a Security Architect, and later a Senior Sales Engineer, where he successfully implemented large-scale infrastructure projects and managed teams of security professionals. Mr. Castagnetto also has experience administering enterprise network, security, and server infrastructure for several large financial institutions and Fortune 500 companies. Brent attended Utah Valley University and holds the Certified Information Systems Security Professional (CISSP) certification as well as the Certified Business Resilience Manager (CBRM), Certified Business Resilience Auditor (CBRA) certifications.
Project Management, IT Consulting Services
Nila Pittam is a high-level project manager and consultant with a superior technical background. Ms. Pittam has been making significant contributions in the Information Technology field for over a decade. As a seasoned IT professional, she has spent years effectively managing numerous complex projects, developing multifaceted case management systems, and creating concrete solutions for evolving business needs. Ms. Pittam’s award-winning talents have been demonstrated consistently through her leadership, strategic and successful project implementations, and her collaboration with business customers, subject matter experts, technical team members, and client executives nationwide. She has proven time and time again that the projects she oversees achieve their milestones as scheduled, remain within scope, and create alignment while upholding the stakeholders’ objectives. She has an ability to communicate effectively, influence outcomes, and has an exceptional work ethic.
Ms. Pittam has worked with a variety of organizations including but not limited to: Archer Security Group, Arizona Public Service, the American Red Cross, the Arizona Supreme Court, Verizon, Unisys, Transera, Logicalis, and Middle Tennessee Electric Membership Cooperation. She earned a bachelor’s degree in political science from Arizona State University.
Bob Beachy, CISA
Senior Security Consultant
Bob Beachy, CISA, has over 10 years of experience in IT audit and compliance. He has been an internal and external auditor of IT General Controls for companies in a broad range of industries, an IT General Controls advisor, and a subject matter expert and compliance owner for various NERC CIP functions. Mr. Beachy has been on the utility side of multiple regional audits of the CIP Standards and has been dedicated to the protection of critical infrastructure since 2010.
Jim Feely, CISSP, CCNP, CCNA
Senior Security Consultant
Jim Feely applies 12 years of experience in all aspects of system and network security to help clients meet their compliance and engineering goals. Before Archer, Jim was a senior network engineer in the US Intelligence Community, where he designed, implemented, and peer reviewed complex IT solutions that met some of the world’s most mature and effective cyber security and IT engineering standards.
Jim earned his master’s degree in information systems engineering at Johns Hopkins University and his bachelor’s degree in telecommunications management at Illinois State University. He holds CISSP, several Cisco, and ITIL Foundations certifications.
Randy Cleland, P.E.
Senior Security Consultant
Randy Cleland is an electric utility engineer with over 40 years of work from coal mine to customer meter, and from control room to board room. His experience in the electric sector includes a combination of roles in information technology, consulting, engineering, and value stream support services. He has been actively providing value to clients over the last 12 years by delivering solutions that build cyber security compliance into electric utility business processes. He has worked with over a dozen clients performing cyber and physical security assessments, redesigning processes and procedures, and assisting in audit preparation for NERC CIP and NRC/NEI 08-09 cyber security compliance. He is a registered professional engineer in Texas.
Senior Compliance Specialist
Richard Shiflett is an electrical engineer with more than 15 years of work with electric utilities. His experience in the regulatory sector includes auditing operational and planning standards for the largest Regional Entity (WECC) as well as conducing Inherent Risk Analyses (IRAs), Internal Controls Evaluations (ICEs), and reviewing and processing self-reports and mitigation plans for WECC as a compliance risk engineer. In the engineering field, Mr. Shiflett was a senior electrical engineer and compliance manager at the largest generator in North America – Grand Coulee Dam. Mr. Shiflett retired from the U. S. Navy with experience in nuclear propulsion plants as a nuclear mechanic and various types of intelligence analysis as an intelligence specialist.
Compliance Administrative Specialist
Catrina Martin is an accomplished administrative professional with a strong background in management, oversight, and administrative assistance with over 14 years of experience in the electrical utility industry. She is the Compliance Administrative Specialist at Archer Energy Solutions, LLC where she is supporting a team of industry experts, and assisting electric utilities and other stakeholders in the electric power industry achieve and document their compliance with mandatory North American Electric Reliability Corporation (NERC) and Regional Entity Reliability Standards. Catrina’s experience in the compliance area was achieved through her years of involvement with Western Electricity Coordinating Council (WECC). In addition to her former role as Chief Administrator for WECC (employed from 2002 through 2007), Catrina also provided administrative support to the compliance and analytical divisions of Utility System Efficiencies, Inc. (USE) from 2007 through 2016.
Robert L. Dintelman

Bob Dintelman is an accomplished senior management engineering professional with a strong technical background, extensive experience (over 40 years) and a deep understanding of the electrical utility industry. He is the Senior Vice President Compliance Services at Archer Energy Solutions, LLC where he leads a team of industry experts, helping electric utilities and other stakeholders in the electric power industry achieve and document their compliance with mandatory North American Electric Reliability Corporation (NERC) and Regional Entity Operations and Planning (O&P) Reliability Standards. Bob’s extensive experience in the compliance area was achieved through his many years of involvement with NERC and Western Electricity Coordinating Council (WECC) in developing Reliability Standards and related compliance monitoring processes. In addition to his former role as Chief Operating Officer for WECC (employed from 1974 through 2005), Bob also headed up the compliance division of Utility System Efficiencies, Inc. (USE) from 2007 through 2016.
Karl Perman is a skilled business executive with 30 years of business protection, compliance, risk management, human resources and law enforcement experience. He has created, evaluated and implemented NERC reliability and critical infrastructure protection compliance programs for electric generation and transmission entities. Karl has expertise with a myriad of regulations and has served as an audit resource and subject matter expert for audits. Prior to entering the private sector, Karl was a law enforcement officer with service at the Federal and municipal levels. Security Magazine recognized Karl in 2011 as one of the “Most Influential People in Security”.
USE Employee - Director, Executive Engineer Consultant
Brian Haney is part of the USE employee team and is a skilled resource supporting Archer through an on-going partnership arrangement between USE and Archer. Mr. Haney is an accomplished engineering professional with a strong technical background, extensive experience and a deep understanding of the electrical utility industry. Brian has over 29 years of experience in transmission system planning, operations, and North American Electric Reliability Corporation (NERC) compliance. Mr. Haney has experience interfacing with regulators, independent power producers, and publicly owned utilities. Mr. Haney joined Utility System Efficiencies, Inc. (USE) in 2001. At USE, Mr. Haney has completed a wide range of projects such as System Impact Studies, power flow analysis, dynamic analysis, magnetic fields analysis, and NERC reliability compliance.
Benjamin Williams, P.E., M.B.A.
USE Employee - Director, Executive Engineer Consultant
Benjamin Williams is part of the USE employee team and is a skilled resource supporting Archer through an on-going partnership arrangement between USE and Archer. Mr. Williams is an engineering professional with a strong background in technical and leadership skills and a broad understanding of the electrical utility industry. Mr. Williams’ electric utility industry career spans from 1994 to present, and includes experience in transmission system planning, generation interconnection, transmission operations engineering, NERC and regional Operations & Planning standards and compliance (with a focus on WECC), substation engineering, and system protection (with a particular focus on RAS/SPS). Mr. Williams has performed work throughout the Western Interconnection and beyond.
Sandy is a compliance professional with over 30 years’ experience in the power industry in the areas of regulatory affairs, market policy and compliance. Sandy most recently held accountability for the Operations Compliance Program at TransAlta Corporation overseeing a multi-jurisdictional program for a diverse generating fleet of over 70 power plants in Canada and the United States.
She brings experience in both the development and implementation of compliance programs, covering NERC as well as other reliability related rules and elements of competition law. She has worked with many different regulators on all aspects of compliance programs, including WECC, NPCC, the Alberta Electric System Operator and the Independent Electric System Operator (Ontario).
Sandy’s expertise is recognized throughout industry and she has served on many committees including the Western Interconnection Compliance Forum (WICF) Steering Committee, the Alberta Reliability Standards Discussion Group, the Board of Directors of the Association of Power Producers of Ontario (APPRO) and the Board of Directors of the Independent Power Producers Society of Alberta (IPPSA).
